(From our correspondent in Foochow) Lai Shai Wang of the Fourth Battalion of the Kiangai army stationed at the frontiers of Fukien, Kwong Tung and Kiangsi, since his surrender to Họ Ying Yam, Commander of the First Army of the Nationalist Revolution- ary Force in consequence of the great pressure exercised on him by Tang Yu Teuk, military Governor of Kaingsi, bas opened fire on Yeung Yu Hin, Defence Commissioner of South Kiangsi. This suddenly threw the frontiers of Fukien and Kiangsi into a state of excitement. Some days ago Tang of Kiangsi sent his representative Lau Kai Yuen to make arrangements with Chau Yam Yan in Fukien for an alliance, and Chau, being also very uneasy, sent in return his representative Lau Yuk Lung to Kiansi to take part in & discussion. But Fukien could find no means to meet the military expenses for ah allied defence, and though these only amount to $50,000 a month, they in the present financial difficulties, still find it a hard task to raise them. Tan Tsun Tsui, Commissioner of Finance, has had a dispute with Shat over the reinstatement of the Bank of Pukian. This Bank immediately on the 1st day of its reinstatement (1st July) issued a number of notes to the amount of $15,000 bearing on their faces the word "unredeemable!
